House committee mulls corporate contribution to mass transit

Whether to make businesses ante up for the creation of a mass-transit system they have pushed for will be a key consideration in House Republicans’ vote on the issue Monday at the Indiana Statehouse.

The House Ways and Means Committee on Monday morning took up Senate Bill 176, which authorizes central Indiana counties to pass tax increases for a regional mass-transit system, with four amendments. One of the amendments would require 10 percent of revenue for the system to come from non-traditional sources, not local tax sources or fares.

Indy Chamber lobbyist Mark Fisher said there’s nothing to prevent IndyGo or any future regional transit authority from being supported by private-sector donations, but he said, “This gives them more of a stick.”

What form that "stick" might take isn't spelled out in the proposed amendment, but Fisher said there have been discussions about using advertising, public-private partnerships to build transportation stops, or revenue guarantees, in which case a company might agree to buy so many passes each year.

Chairman Tim Brown, R-Crawfordsville, held off on voting, saying the Republican caucus wanted to discuss the bill, especially the issue of private-sector funding. The committee will convene and take votes later Monday.

The bill already passed the House Roads and Transportation Committee, which stripped out original language requiring 10 percent of revenue to come from a local corporate-income tax.

Other amendments before Ways and Means would remove the bill’s prohibition against the use of light rail; remove Hendricks County as one of the counties that may hold a referendum on the tax increase and join a regional transit system; and restore language about the extent of service available in a county.

The transit bill passed the Indiana Senate 28-20 earlier this month.

    Where did the 10% come from? What is the basis for this rate? Do the mental dwarfs in the legislature ever do any analysis before they craft policies and/or propose funding sources.

  5. OK. now that the state is taking illegal immigrants, willing or not. There is a major concern that needs to be addressed. First: School starts here in 3 weeks in most parts of the country and probably in Indiana. So is the state going to vaccinate these kids before they intermingle with our kids in school? The problem we are going to have here in the US and possibly in Indiana is that some of these kids could be carrying health issues or diseases that are pretty much eradicated in the US. This could cause a major health issue in the US. Second: Who is going to pay for this building disaster? We are flat out broke….. Down here in Texas, we have 14 counties that have been so swamped with kids, (numerous thousands of them), they are on the verge of financial collapse. Now this is happening in counties in New Mexico, Arizona and California. The system is massively overloaded. Swine flu has started back up in San Antonio since they have nearly 2500 kids that have been placed there and lice is rampant. Not to be insensitive, but we need to stop this madness. I find it amazing that we cannot take care of our veterans and yet give carte blanche to illegals entering the country. Recently an article mentioned that these kids and teenagers can get on planes without TSA screening? What? What the Hell???? Keep in mind this about protecting our national sovereignty as a nation and also living under the rule of law. Not only the terrorist threat that can come over the border. This is a deliberate and irresponsible and illegal act from administration ignoring the constitutional duty of protecting the borders and also upholding the supreme law of the land. This is a classic Cloward and Piven strategy to overload the system until it collapses.
