The Indianapolis Airport Authority has fired back against a Hebron, Ky.-based contractor that alleged in a lawsuit last December that the airport operator failed to pay in full on a $14.7 million contract to build aircraft parking spaces.

In a response filed last month in U.S. District Court for the Southern District of Indiana, the operator of Indianapolis International Airport said it is holding back $1.3 million in damages involving work done by W.L. Harper Co. at the FedEx air hub.

The authority alleges Harper failed to properly compact fill material, had inadequate erosion control, and that its concrete work didn’t conform to the contract.

Harper, known for airport and interstate projects, denies the airport’s allegations in a counterclaim.

FedEx is in the midst of a $214 million expansion at the airport, including $49 million for a new aircraft parking apron.
