The Shelbyville News and WISH-TV report Lt. Jeff Tennell told a news conference Wednesday that investigators had determined the May 19 fire was intentionally set.
Tennell urges anyone with a photo of the grandstand before the fire to contact authorities. He says a photo might help investigators pinpoint where the fire started.
Shelbyville Fire Chief Tony Logan had said previously that people had reported hearing explosions before the overnight fire.
Fair officials say the grandstand was one of few similar wooden structures left in the state and that a new grandstand wouldn't be built of wood.
Officials have said they still intend to put on the county fair in July.
