Indiana school district expected to end bus fees

A cash-strapped Indiana school district that angered parents by turning its buses over to a not-for-profit that began charging for children to ride will likely end that practice soon.

The district on Indianapolis' southeast side dropped free bus service at the beginning of the school year after voters rejected a property tax increase. Many parents drove their children to school rather than pay the $47.50 per month fee, creating traffic jams near schools during drop-off and pickup times.

Superintendent Walter Bourke said another bill provides a way for cash-strapped schools to pay for transportation by refinancing their debt.

"It's like if you have a house and go from a 15- to a 30-year mortgage. You pay less money per month so you have more available to pay for transportation," Bourke told WTHR-TV Channel 13.

Franklin Township's school board is scheduled to consider the bond refinancing plan at its March 26 meeting, he said.

A mother of two sued the district in November over the fees, which Indiana Attorney General Greg Zoeller said violate the state constitution.

"I'm glad we're going to get our buses back," Lora Hoagland told The Indianapolis Star. "The sad thing is this community has been so divided over this. We have lost so many students out of the township."

Hoagland said she won't drop her lawsuit even though the buses are likely to start rolling again.

"They still need to be held accountable for this year," she said.

Republican Rep. Mike Speedy, whose Indianapolis district includes the Franklin Township schools, wrote the bill that bans school districts from handing buses to an outside company that charges parents for transportation.

Speedy said a judge or a state agency could order the district to reimburse parents who paid for bus service this year. The district has about $16 million to $17 million in its rainy day fund, Bourke told The Associated Press.

"I believe this year's transportation services should have been paid out of their rainy day fund," Speedy said. "I would not be surprised if I saw a governmental agency requiring the refund."

"That was a politically motivated comment," Bourke told the AP in response. He said the outside company, not the school district, had charged parents for bussing.

  • Franklin Twp School Board Must Be Accountable!
    The Franklin Twp School Board allowed its Superintendent to create a mess, eliminate school bus service (which depreciates the value of homes and makes the Twp a place that home will NOT sell), and bring mountains of problems to this formerly prosperous area.

    Look at the Superintendent's Health Insurance Package! Did the School Board actually give him family health insurance if he goes to another employer????? They did! Why? Who is accountable?

    Franklin Twp has a football field for a small, growing community that could be compared to the NFL....WHY?????

    There appears to be serious accountability problems there, no new neighbors moving in, neighbors are trying to get OUT, and a nice, RICH School Superintendent.

    Eliminate Township government as recommended by the Commission on Local Government Reform!
  • Property Value
    Sadly, this decision suggests that the property value of homes and commercial business in the Franklin Area will be declining as the need for property tax increases hangs over the heads of the community, and some folks will look for other locations in which to live. An alternative measure could be to double class sizes and send half of the teachers home.

  1. Uh, sorry Johnnie, but you are incorrect. Despite the assertions by yourself and various defenders and captains, sports attendance is NOT off significantly at most sporting events in the US. Variances in attendance has been in the range of single digits, both + & - for years now. MLB has had most of its best overall attendance nubers in the last decade, and that trend has been consistent for most major sporting events. The number one issue cited by most fans when asked about attendance is the overall cost of attending. The presence of HD and big screen televisions in home doesn't even register, as a factor for not attending an event. VALUE in the product is the key, and apparently is something lacking in the current ICS. What other explanation is there when with what is routinely touted as the "best" racing on the planet, fans are staying away in DROVES. A "close" title battle into the last event at Fontana, with the "cars and stars" of the ICS, and who showed up? MAYBE 8K. Sorry, but HD TV isn't to blame for that kind of fan apathy.

  3. If she was worth the $ the public outcry over direct tv dropping them would have kept them on their dishes as we have seen with other companies. I too quit watching channel 13 after she showed up since I left channel 8 because of her all show rather than production results. When Randy on 8 corrected her she had a big head and incorrectly challenged his correction for pronunciation of a city. Other antics while she matures was too much for me with her very inaccurate forecasts. All the forecasters were predicting rain until Thursday except Chris. They predicted sunny on Thursday but instead of rain until Thursday upon which the sun would finally make it out in full glory Chris was right on the money just as I too predicted looking at the radar on weather.gov. One thing I love about Angela is the fear you can see in her every time it thunders in the winter. It far exceeds the entertainment value of her body language (high heel noise drags, depression, etc) when her forecasts are so incorrect. Her hair stands on end, you have to see it!!!
