Whitsett set to launch $28M Lockerbie North project

Whitsett_North_Lockerbie_225pxProlific apartment developer The Whitsett Group is starting on yet another project.

The $28 million Lockerbie North, set to be built on a vacant lot at the northwest corner of North College Avenue and East Michigan Street, calls for 215 market-rate apartments and 9,000 square feet of retail, in addition to a 240-space underground parking garage. (Rendering above)

The retail component will begin at the corner of College and Michigan and run west along Michigan, principal Joe Whitsett said. The developer bought the property in March 2011.

“We really think it’s a good time to move forward,” he said. “The demand is still so strong for downtown rental housing that we feel very good about it.”

Construction should begin by October, Whitsett said. The local developer so far has presented its plans for the project to the Lockerbie Neighborhood Club and still needs to get approval from the Indianapolis Historic Preservation Commission.

Anson Keller of the DkGr architectural firm is the architect on the project.

Meanwhile, The Whitsett Group plans to start by the end of the year on a building to be constructed on The Indianapolis Star’s longtime campus at the corner of Delaware and New York streets. Whitsett’s plans call for up to 500 apartments in three buildings and retail space that could attract a bank branch or restaurant.

The developer also is partnering with Ambrose Property Group on a $16 million rehab of the former Litho Press building at 800 N. Capitol Ave. that calls for 111 apartments, in addition to redeveloping the American Building at 333 N. Pennsylvania St. into 72 units and the 15-story Consolidated Building at 115 N. Pennsylvania St. into 98 apartments.

  • Excited for this
    Great that they changed their previous plan to add affordable housing. This area is on the cusp of becoming upscale, and is aching for some market rate rentals (right now it's mostly condos and homes only). I like the rendering and am excited about this project. I am just a little nervous the retail will sit empty (like with so many similar projects downtown).

      It's great to see Whitsett filling in some holes in the fabric of downtown. Both this project (vacant lot) and the ongoing Star building (surface parking) are helping to create dense walkable communities with retail attached. Glad to see a developer turning surface parking and empty space into an urban commodity.
    • Fire Station?
      Scott, I thought the Fire Station relocation was planned for that parcel. Did that get scrapped? What does this do to the new development project at the current fire station site? Also, a few years ago, there was another proposal posed by the IBJ for this site (which was much more exciting than this one). Do you know what happened with that?

        Almost all of the new downtown proposals include retail space. I don't see how it can be absorbed. There are major concerns about foot traffic and activity at the city market. Shouldn't the city be seeking projects that funnel foot traffic to the city market instead of increasing retail/restaurant competition?

        Whitsett previously proposed for the site a mix of affordable and market-rate units combined with 44,000 square feet of retail and office space. Also, IBJ's latest report in March has the fire department's headquarters and fire station potentially moving, in a site swap, to land at 441 E. 10th St., where the local headquarters of the American Red Cross currently sits.

        Well, what's a few hundred more apartments. Two hundred here, 500 there - wow! But I wonder...are any of these jillons of apartments being constructed in a way that they could easily be converted to condominiums? Will any be of a quality (finishes, sound proofing, etc) that someone would later want to own?

        I love what Whitsett Group is doing to fill these holes that have set vacant for years. It's also great that architects like DkGr and Blackline are involved with designs in this important part of the city...somewhat contemporary that blends in with the historical AND industrial neighborhoods: just keep that in mind IHPC!
      • Fire Station/Mass Ave
        I know Scott touched on some of the updates about moving the Fire Station from Mass Ave but here are some additonal details. I heard at the last City Council meeting a resolution was brought up to provide around $33M in Rebuild Indy funds to assist in building the new Red Cross offices just south of 16th and Meridian and then moving the fire station and credit union to their current location (the one Scott mentioned). If I remember right, $7M of the $33M would be used as a loan to help the Red Cross build their new offices and then the balance would go to moving the fire station along with some infastructure work at the new J.C. Hart aparments that would be built on the current Mass Ave fire station site. This resolution wasn't voted on yet but it is a good sign all the pieces are moving forward. I believe they hope to start work on the apartments by late 2014 after both the Red Cross and Fire Station have moved to their new locations. I think this will be a win-win-win when all these moves are complete.

      1. By Mr. Lee's own admission, he basically ran pro-bono ads on the billboard. Paying advertisers didn't want ads on a controversial, ugly billboard that turned off customers. At least one of Mr. Lee's free advertisers dropped out early because they found that Mr. Lee's advertising was having negative impact. So Mr. Lee is disingenous to say the city now owes him for lost revenue. Mr. Lee quickly realized his monstrosity had a dim future and is trying to get the city to bail him out. And that's why the billboard came down so quickly.

      2. Merchants Square is back. The small strip center to the south of 116th is 100% leased, McAlister’s is doing well in the outlot building. The former O’Charleys is leased but is going through permitting with the State and the town of Carmel. Mac Grill is closing all of their Indy locations (not just Merchants) and this will allow for a new restaurant concept to backfill both of their locations. As for the north side of 116th a new dinner movie theater and brewery is under construction to fill most of the vacancy left by Hobby Lobby and Old Navy.

I can only include so much detail in a blog post before it becomes something other than a blog post.

      5. 1. There is no allegation of corruption, Marty, to imply otherwise if false. 2. Is the "State Rule" a law? I suspect not. 3. Is Mr. Woodruff obligated via an employment agreement (contractual obligation) to not work with the engineering firm? 4. In many states a right to earn a living will trump non-competes and other contractual obligations, does Mr. Woodruff's personal right to earn a living trump any contractual obligations that might or might not be out there. 5. Lawyers in state government routinely go work for law firms they were formally working with in their regulatory actions. You can see a steady stream to firms like B&D from state government. It would be interesting for IBJ to do a review of current lawyers and find out how their past decisions affected the law firms clients. Since there is a buffer between regulated company and the regulator working for a law firm technically is not in violation of ethics but you have to wonder if decisions were made in favor of certain firms and quid pro quo jobs resulted. Start with the DOI in this review. Very interesting.
