Indianapolis Police Chief Rick Hite said tougher steps are needed to curb teen violence downtown. Hite said he is ready to station officers at the entrance and inside Circle Centre mall to prohibit large groups of teens from gathering. A crowd of about 50 teens was ejected from the mall at about 7:30 p.m. Saturday. The crowd headed west on Maryland Street, where a fight began at the Capitol Avenue intersection. At least three shots were fired during the brawl, including one that shattered a window in a skywalk.
