Other than shifting how or when a bill is paid, how does this change anything as far as the amount of money out of pocket going to the utility companies. Now they can level payments so they can hide the high winter and summer bills by shifting part of the payments to the lower spring and fall. Landmark would have reduced the amount spent by people, not simply shifted it. Am I missing something or is this a bit of smoke and mirrors since most utilities already offer balancing type plans?

This is weak. What they should have passed is legislation mandating all new data centers pay the entire incremental cost of building extra infrastructure to service them.
From the testimony at the IURC hearing, it sounds like things are moving in that direction. To what extent it’ll happen is to be seen. Sort of related: data centers, interestingly, are exempt from sales tax. The House attempted to require that data centers give 1% of this savings to the local municipality where the are hosted. The Senate didn’t allow that to pass.
This legislation is, in reality, anti-customer and pro-utility. “Landmark” would have included mandates such as significant near-term price reductions and pricing caps, increased transparency, penalties for over charges, etc.
“The new law might lead to lower rates but doesn’t mandate them.” Says it all, the bill has no teeth and no mandates making it totally worthless. A political show that amounts to nothing for the rate payers who will continue to pay for the experiments conducted by the utilities. I would like to see the ROI for both Marble Hill and Edwardsport which both ran well over budget, paid for by us. Oh yeah, the ROI for the millions invested in Marble Hill is $0.00. Just wonder how much the Edwardsport Gasification experiment has paid us back :-).

And no one at the state level is mentioning low-income weatherization and efficiency programs that can significantly reduce utility bills and improve quality of life. In addition, Braun’s orange master is proposing to eliminate the federal LIHEAP program that helps low-income individuals pay their utility bills.
