Would seem to me that the FSSA itself is negligent in paying incomplete or inaccurate claims. What was noted in this article would make one wonder why the claim was paid if for uncovered service or one not documented. Perhaps the controls are more in question.
This article feels more focused on villainizing providers than addressing the larger leadership challenges facing Medicaid in Indiana. Projecting a $200 million statewide issue from roughly 650 claims at only 5 agencies — out of more than 2,000 statewide — raises serious concerns about whether the findings are truly representative.
Even with hundreds of claims, reliability depends on representativeness, not just volume. When conclusions come from only a handful of providers, the real issue becomes sampling bias — and without transparency about how those agencies were selected, statewide conclusions risk overstating the problem and unfairly targeting providers.
Real solutions will come from better Medicaid strategy and leadership, not from broad generalizations that shift blame without addressing root causes.
Sounds to me like a combination of a lack of attention paid by the FSSA for a few years which allowed the numbers to spike, followed by an audit to determine why. Unfortunately for them, these 5 agencies somehow stood out.
Correct the payment protocols and call out the improper payments made. This is exactly what the state should be doing to protect taxpayer funds.
