Amazing what can happen quickly when a real infrastructure guy like Vop looks at something instead of a tired old lawyer….
Just repave the roads, nothing else until later, start repaving the roads, and don’t dwell on little projects, go for mass bang for your buck!
This is a gross over-simplification of what needs to be done.
Vop, We appreciate your dedication to the city with your desire to use Indianapolis paving companies for this task. Unfortunately, if you want this completed “in parallel, not sequence” there may not be enough qualified companies with the necessary availability to satisfy this request. Consider opening the bidding to Indiana companies so that the bidding is competitive. And no, I am not in the paving business.
Using Indianapolis workers. Means higher costs because the city is not using lowest bid. Pandering for votes, means fewer projects get done.
Spreading work evenly across all districts means critical projects don’t get done, while less important ones will. More pandering for votes. Unsaid, but I’m sure is coming is that all work will be union. Again, pandering for votes means more expensive projects and less work gets done. When politicians spend money, it is not for the community good, it is for their own good.
I’d be more interested is him saying this money would be spent on the projects with the most impact, with work going to the lowest qualified bidder, that projects will involve road projects that affect roads, and not building bike lanes or walking trails or art projects or vanity projects.
The City a!so needs to impose fees on development that make projects pay for their impact. Watching new, cookie cutter developments on the Southside put in acres of cheap housing without widening or upgrading roads is developmental suicide. Politicians will pander, but we will never see meaningful progress

One year from now no one will be able to tell you where the money went other than Consultants, Lawyers, Project Managers etc, etc, etc.
Sad, but probably true. We need way more transparency for all of the tax dollars collected and spent throughout the state. There is probably enough wasted to make a big difference in the condition of our roads.
