Senate Bill 412, authored by Sen. Jim Merritt, R-Indianapolis, reflected Gov. Mike Pence’s policy on energy efficiency, which he promised to craft after allowing the Energizing Indiana program to be terminated in 2014.
Environmental and consumer advocates dislike the replacement program because it doesn’t include a statewide mandate for reducing energy consumption.
They also say Hoosiers’ electric bills will rise because the legislation places no limit on revenue that utilities may recover from ratepayers, as a result of lower energy consumption.
SB 412 passed the house March 24 on a 72-26 vote.
