The Aug. 1 blaze started in the back of the building, the investigators say, but evidence was scattered by exploding gas cylinders.
Firefighters let the fire burn out because the 45,000 pounds of magnesium in the building would have flared had they used water to try to snuff the blaze. Magnesium reacts to water.
