Folks who think itâ??s time to bring local government from horse-and-buggy days into the modern era have to be smiling about
the report that the Commission on Local Government Reform released this morning.

The report, written by former Gov. Joe Kernan and Indiana Supreme Court Chief Justice Randall Shepard, the commissionâ??s co-chairs,
calls for making government more effective and efficient by sweeping away hundreds of elected officials and making one person
at the county level responsible for spending decisions as well as appointing the sheriff and other county officials.

Previous tries at similar restructurings in earlier decades were rebuffed.

Are Kernan and Shepard on the right track? Will their ideas fly in a General Assembly that already is showing signs of push-back?
