Pence objects to proposed gambling expansion

Indiana Gov. Mike Pence is asking lawmakers not to approve an expansion of gambling despite growing pressure on Indiana from new casinos in bordering states.

Pence told reporters Tuesday that he has concerns about the industry's effort to bring the state's riverboat casinos on land, add live table games at the two horse racing tracks and approve portable gambling devices.

"On that issue, we are making it known to legislators, that while I have no objection to finding ways that we can permit these Indiana businesses to be more competitive financially, I do not support an expansion of gaming in Indiana," Pence said.

The new Republican governor did, however, leave the door open on other priorities sought by the gambling industry, including changes to the state's casino admission tax.

Supporters of the new measures sought by Indiana's casino industry say they're necessary to keep pace with new competition from states including Ohio and Illinois. They also say the proposals don't constitute an expansion of gambling.

The most recent threat to Indiana's casinos comes from the opening of the $400 million Horseshoe Casino Cincinnati, across the river from southeast Indiana and some of the riverboat casinos stationed there.

Pence previously has said he supports keeping Indiana's gambling options at the status quo. This is the first time he has said he's actively asking lawmakers to vote against any expansion.

Sen. Phil Boots, R-Crawfordsville, said he didn't believe the provisions would expand gambling since those table games are already at the horse track casinos in Anderson and Shelbyville.

"We're not expanding the number of games there, we're not expanding the number of machines. It will be the same," Boots said.

Boots also maintains that allowing the casinos on the Ohio River and Lake Michigan to build on adjacent property doesn't expand gambling, either.

"It's not moving to another location where you would attract a different clientele," Boots said.

Boots said he believed the tax changes being proposed were the most important issues in the bill as the Indiana casino owners consider how to respond to growing competition from neighboring states.

"They choose where they're going to invest their money and we're trying to create a business-friendly environment in the state of Indiana just like we do with any other economic development incentive package," Boots said.

House public policy committee chairman Bill Davis, R-Portland, said he was working with other legislators on changes to the bill and expected his committee to take it up next week.

Davis said he wasn't surprised that Pence would have problems with the current casino proposals.

"I really don't see how you couldn't view them as expansions," Davis said.

Gambling opponents praised the governor's support Tuesday.

"I am pleased to have a governor oppose the expansion of gambling in Indiana," said Dan Gangler, spokesman for the Indiana Conference of the United Methodist Church, which opposes the gambling bill. "I am encouraged by fewer gamblers visiting casinos. Maybe people are wising up to casinos deceptions."

    I thought Pence was for less regulation of business? This is why I vote libertarian. At least their positions are consistent.

    Pence clearly received more money from the outlying casinos, Gary, Lawrenceburg, French Lick, etc. than he did from Shelbyville or Anderson. There is no expansion of gambling. No new table games no new machines. It is all about the money and how much was given to who's campaign. I like Dan Gangler's comment that "fewer gamblers are visiting casinos" and "people are finally wising up to casinos deceptions". It does not appear that Dan is aware of the 4 new casinos in Ohio, which is the whole point of the article. Seems a bit out of touch but the lord does work in mysterious ways.

    I continually am amazed at politicians who claim to be conservative, want smaller government, and protect individual rights change course when it is something they do not want. The right to own multiple guns ...YES. Right to abortion..No Increase jobs by lowering government interference...YES Let the casinos actually be on the same footing as other states...NO

    I agree with Ben, I am also surprised that Pence has waited this long to let his religious prejudices rear their ugly head. I am waiting for his outlawing of electricity, indoor plumbing and central heating/air conditioning as tools of Satan...

    We all knew that Mikes Ultra Right wing antics would show its ugly head at some point,I didnt think it would be this soon.Get used to it Indiana. We are about to become Penced. Who needs jobs anyway when we have God.

    This is the 2nd article on this subject that I've read that refers to the new Cincinnati casino as being across the river from SE Indiana. I'm pretty sure the Ohio River separates both Indiana and Ohio from Kentucky, but doesn't provide a border between Indiana & Ohio. What am I missing here?

  1. The Affordable Care Act is not the reason for the slow recovery and lack of high paying jobs for low skill workers. This is a trend that has been going since the early 80's. The recovery is real in the sense that GDP has been growing steadily at a rate of roughly 2.5% since the recession ended in late 2009 (newsflash, the stimulus worked) and the unemployment has been steadily dropping. The reason issue we are facing deals with a skills gap (not enough workers with the right credentials / experience) and wage stagnation due to corporate America being focused solely on maximizing profits for shareholders and not caring about the American middle class. Why should they? Multi-billion dollar mutlinational companies keep offshoring their profits in order to avoid paying taxes (which makes our deficit worse) they convince Americans to fight amongst themselves. If you want to create jobs and reduce the deficit, raise the minimum wage and change corporate tax laws. Of course, if you want to continue to belive that tax cuts for wealthy create jobs (which they don't) and allow corporations and the wealthy to continue to make you cover more and more of the costs of maintaining infrastructure, funding the military and other government services, then keep voting Republican. Hopefully someday you wake up and realize what's been going on since Reagan took office.

The Cemetery is in a natural bushland setting and is very well maintained.The emergency department at Ararat Hospital is known as the John McNally Emergency Department. Cathcart is approx. 4.6 km from Ararat and is approx. 345 m above sea level.

  5. I thought this company would go bankrupt in 2013/2014. I predicted that four years ago. I was wrong. It will take another couple of years, but they will get there.
