Six months after terminating five executives in what was described as a $650,000 cost-cutting move, the Indianapolis Airport Authority is again shuffling upper-level positions.

Mark Hedegard, former senior vice president of development at Indianapolis-based Simon Property Group, has been named director of business development, the airport announced Monday. Hedegard will oversee parking, property development and retail operations.

Tapped as the airport’s general counsel is Joseph Heerens, currently chief legal council for Indiana Gov. Mitch Daniels.

In addition, the airport has shuffled responsibilities of Robert Duncan, who previously served as chief operating officer. The 38-year airport veteran will now fill the role of special advisor to airport director John Clark. His duties will include strategic development and implementing projects, including reuse of the old airport, land acquisitions,
and revenue diversification.

Replacing Duncan as COO is Mike Medvescek, who most recently was head of airport operations.

Clark was hired as CEO last year and had been head of Jacksonville’s airport. He replaced John Kish, who left to head a municipal stadium project in Evansville.

“We have a new senior team in place that will begin taking action toward executing our strategic plan,” Clark said in a prepared statement.

A key part of the plan is to stoke development of airport land holdings, including the former passenger terminal.

The airport authority terminated seven employees, including five execs, in August as part of its efforts to cut expenses amid declining airport revenue.
