Dan Shackle, chief of IACC since September 2012, was suspended in mid-March because of an “internal personnel issue,” Fox59 said in its report late Monday. Shackle also had been suspended in January, and two other ACC investigators were let go shortly afterward.
Public Safety Department officials appear concerned about morale at Animal Care and Control. Spencer Moore, a special assistant to the city's director of public safety, will serve as interim chief of ACC, according to the station.
Moore told Fox59 that he hopes to boost morale by sitting down with staffers one on one, going out on runs with animal control officers, and filling at least 10 openings within the department, including IACC's top spot.
“It would be good to see [Moore] spend more time with the employees,” said Valerie Washington, deputy director of the Department of Public Safety. “We do want to make sure we have our pulse on some of the needs and issues, and he will be there every day to field those things for us.”
Moore also served nine years as IACC administrator in the 1990s.
Under Shackle, the city pound’s live-save rate improved from 49 percent in 2011 to 64 percent in 2013. Shackle will leave his position to practice law in Indianapolis, according to Fox59.
Prior to running IACC, he was the nuisance abatement program manager at the Department of Code Enforcement.
