A proposal to offer health-care benefits to domestic partners of Indianapolis city workers has moved one step closer to Mayor Greg Ballard’s desk.

A City-County Council committee passed the proposal by a 7-0 vote during Tuesday's meeting. The full council could consider the measure as early as Aug. 13.

As IBJ reported May 25, the proposal would offer insurance coverage to both same-sex and heterosexual unmarried couples.

The proposal, filed by City-County Councilor Angela Mansfield, a Democrat, was formally introduced and assigned to the committee in early June. A city consultant estimated that fewer than 30 of nearly 7,500 eligible workers would apply for the coverage.

Some councilors oppose the measure because of potential costs estimated as high as $200,000. Amendments have been added to the proposal to help prevent fraud.
