[In response to the Feb. 23 story] "Payroll tax hike looming," what’s wrong with this picture? Indiana’s Unemployment Insurance
Trust Fund is insolvent, already $371 million in arrears. The fund has run deficits every year since 2000. By year end, it’s
expected to be $1.2 billion in the hole. Why didn’t the governor and leadership in the General Assembly act years ago? Simple
answer: Our leaders in the Statehouse are leaders in name only.

Their objectives: Let’s put off to tomorrow what we can. And keep the public in the dark. Whether it’s structuring local government
to fit the 21st century, financing sports stadiums, achieving property tax reform or putting the state’s unemployment fund
on sound footing, our leaders consistently show their failure to lead.
