City OKs $10M in street upgrades for natatorium plan

The Indianapolis Metropolitan Development Commission on Wednesday approved $10 million in downtown tax-increment financing funds to pay for street improvements on the IUPUI campus.

The contribution of city money works in conjunction with IUPUI’s $20 million overhaul of the Indiana University Natatorium.

Michigan and New York streets will be converted into two-way streets from West Street through the campus and across the bridge into the Haughville neighborhood just west of the campus, with completion slated for 2015 and 2016, respectively.

Indianapolis Mayor Greg Ballard announced last month that IUPUI and Lilly Endowment would both contribute $10 million to renovate the facility to prepare it for the 2016 Olympic diving trials.

The $10 million in TIF funds would only be used for infrastructure needs and not for the natatorium, said Adam Thies, the Department of Metropolitan Development director.

Those streets, as well as West Street between Michigan and New York, will be improved to include "safer pedestrian crossings and sidewalks, bike lanes, specialized lighting, decorative signage, public art, grass medians, trees and rain gardens," the city said.

The funding received only one no vote, from Adam Kirsch, a Democrat appointed by the City-County Council. No objections came from the public at the Wednesday meeting.

  • Friendly roads
    Someone asked "what is my definition of "friendly roads"? How about: 1, Roads that have pavement that does is smooth enough so you do not feel like you are on the bumper cars at the state fair. 2, Traffic Signals that are synchronized to allow "traffic flow" (that means that traffic can "flow" at 30 mph and not be forced to stop at every intersection). 3, traffic lanes that are regulation width. In this city we merrily add traffic lanes and/or bike lanes by making the existing lanes narrower. Thus a 4 lane road becomes a 5 lane road with just a little paint. Sorry, but Indy is VERY traffic unfriendl.
  • Reailgn New York to the Nofrth
    The city should move ,bubble New York to the North to allow Carroll Stadium to be enlarged for soccer. We do not need another stadium for soccer.
  • Protected Bike Lanes
    Great that these are becoming 2 way streets and going to be complete streets. While they are doing major upgrades, bike lanes should be protected while they have the chance!!!
  • Election Year
    You can tell an election year is coming up! And "Buddy," the Hogsett for mayor sign in yard is a dead give away.
  • Great project
    Excited to see these changes take place and for the continued transformation of the IUPUI campus and near west side! As always, I see there are some who object. Surely, they must know that if they TRULY had reservations about this plan, the best place to voice them would have been that public hearing rather than a message board.

    What is your definition of "friendly roads"? If you are looking for exclusive vehicular access, check on the interstate system. It will get all around the city, the state and hopefully to the place you so desire which is void of humans. This conversion to a two-way system will be a dramatic improvement for all users of our streets. Yes, even motorists. You will now have expanded options on traveling through the west side of the city. Also, keep in mind, this is re-establishing a system that used to be in place. I realize that some of your joust is simply to garner response and emotion, but for the other portion that speaks honestly, just know that this expands choice for all users and increases safety. The America I know would love the increased freedom! Go USA!

      Ballard is a walking contradiction. Yes that means a liar. I am a Republican and I would never vote for that buffoon. Our streets on the southside are horrible after his scummy "Rebuild Indy" Plan which never netted anything except higher sewer and water rates. He and his cronie minions have mislead the public in so many ways. Do away with TIFS and have 100% of tax revenue go in the general fund. After streets , sidewalks and cops are paid projects like this are discretionary based on what is left over. I am against this as a former IUPUI grad and resident. The people in the suburbs who are being robbed by guys like him deserve love too. P.S. he can take his cricket park and shove it where the sun doesn't shine! The leased parking meters, and this soon tobe leased jail, his "Pet ROC" center where is Minions have hidden and lost contract details......

      "ItalianoAugust 7, 2014 1:57 AM And we will make another 2 roads unfriendly to drivers." Yes, you no longer will be able to fly through an area densely populated with pedestrians, but you can still speed around the curves on Washington coming into the city so not all is lost for you. Wide one-ways cutting through the middle of an increasingly vibrant urban college campus really aren't appropriate.

    1. Choice between a democrat and a question mark? Take the question mark. We have all seen what the democrats will do.

    2. Its easy to blame workers. What about the Management of the Mill. Its not smart in business to not have a back up plan. Workers are afforded sick days in most cases. Union or not. Whether drunk partying, or a real sickness. Why would you as a businessman/woman not have a rotation of workers incase this happens. This is not an exclusive union protection. If the company can prove bad intentions on the part of any union employee. They can take action. Most CBA's have a 3 strike policy. Just like most Non-union company policies. You should read a CBA sometime. There are protections for companies too. Unions understand that businesses need to make money. If they don't, the union's member won't have a place to work.

    3. My kids play hockey on the North side and we have been very happy with the youth program. More Ice would create more opportunity for kids to pay this great sport. With 3 rinks that would also create more figure skating opportunities. What better gift to give your kids than a sport they will love!

    4. Naah, only Indy place fans were robbed of seeing Zanardi race. CART fans saw his amazing talents just about every weekend. And F1 fans saw him too. Zanardi didn't care he wasn't at Indy, neither do 99.18% of other race fans world wide. And CART fans are quite pleased of the domination of their drivers and owners have had at Indy, in the IRL, and in the current Indycar series....almost 99.18% of the time since 2000 Indy 500. I respect Zanardi, but his life goes on without Indy. Sucks to be you Capt.

    5. So let me get this right: gun permits online are fraud proof, but voting is as easy as 1-2-3.--But at least we agree that someone without a photo ID cannot be trusted with a gun.
