City-county board awards $65M in tech contracts

Two companies have snagged contracts worth nearly $65 million over five years to provide information technology services for Indianapolis and Marion County government.

The contracts approved Tuesday morning by the nine-member Marion County Information Technology Board will cover technology infrastructure, applications and the indy.gov Internet portals for more than 50 departments and agencies in the city-county government, according to county officials.

Atos North America, a division of French firm Atos SE, will receive $30.6 million in a five-year contract to maintain and support computer hardware and digital storage needs.

Indianapolis-based Daniels Associates Inc. will receive $34.3 million over five years to coordinate software and application development, including enhancements to such programs as jail management, code-enforcement permitting and payroll systems. Daniels also will manage the indy.gov portals, and development and support for geographic information systems.

Both contracts for the City of Indianapolis/Marion County Information Services Agency cover the period between Jan. 1, 2014, and Dec. 31, 2018. The ISA supports nearly 8,000 computers, 1,600 printers and about 400 additional devices such as cameras, scanners and tablets.

The contract approvals cap a seven-month process to hire vendors for infrastructure and application services, according to city officials.

Nine firms submitted viable proposals—seven focused solely on infrastructure services, and two on application services. No vendor submitted a proposal to cover both aspects.

Four separate vendors currently manage the functions that will be assumed by Atos and Daniels. The new contracts are expected to save about 4.8 percent annually.
