Indianapolis controller leaving for education group

The city of Indianapolis will lose its controller a few months before the 2014 budget is due to be presented to the City-County Council.

Mayor Greg Ballard announced Wednesday morning that Controller Jeff Spalding will leave May 11 for the locally-based Friedman Foundation for Educational Choice, where he will be director of fiscal policy and analysis.

Ballard is scheduled to present the budget Aug. 19 and said he hopes to have a successor in place before then.

“Jeff did yeoman's work helping the city navigate two very challenging budgets,” Ballard said in a prepared statement. “His work to modernize and add more transparency to the budget process better positions the city to manage its finances through the economic downturn and impacts of property-tax caps.”

Spalding joined the Ballard administration in November 2010 after working in several roles with the state, including chief of the division of policy and budget at the Indiana Department of Transportation. He also served as a financial administrator at the Indiana Commission for Higher Education

Spalding said he hadn't been looking to leave the Ballard administration.

"You can't control the timing of everything," he said. "The opportunity became available."

Spalding said he'll be available to assist in the transition, as will deputy controller and budget director Janice Mitchell.
