Waste-management firm hit with environmental fines

The state’s environmental enforcement agency has fined a waste-management company for several violations including poor handling of hazardous materials at its Speedway location.

Heritage-Crystal Clean Inc. has agreed to pay $50,000 in fines after the Indiana Department of Environmental Management issued two sets of violations.

Based in Elgin, Ill., the company provides parts cleaning, containerized waste management, used oil collection and vacuum truck services to automotive service and manufacturing industries. It operates an oil collection and cleaning facility at 3970 W. 10th St.

In early 2012, the company began production at a re-refinery built at the location for recycling used oil.

Routine IDEM inspections of the Heritage-Crystal facility in October and November of 2011 netted several violations related to hazardous water storage, bookkeeping and permitting.

In 2012, IDEM cited several instances of acidic waste spilling from rail cars at the facility. Investigators credited “human error and/or faulty equipment.” One of the spills caused a fire, records say.

The publicly traded company was organized in 1999 in Indianapolis before it moved to Elgin.

In 2010, state officials and the city of Indianapolis pledged millions of dollars in tax credits and abatements for Heritage-Crystal's plans to build the $40 million used-oil re-refinery. The company said the project would create 75 jobs by 2013.

Heritage has close ties to Indianapolis-based Calumet Specialty Products Partners. Fred Fehsenfeld Jr., whose family started Calumet, sits on both boards.
