The Indiana Senate has given final approval to a proposal that would allow voters to decide whether property tax limits belong in the state constitution.

The plan had already cleared the Democrat-controlled House. The GOP-led Senate voted 35-15 for the proposal Tuesday. The voter referendum in November will mark the last phase in a process started after what many called a property tax crisis in 2007.

State law already limits property tax bills to 1 percent of homes' assessed value, with 2-percent caps on rental property and 3-percent limits on business property. Voters will decide in a November referendum whether those limits should be amended into the constitution.

Supporters say the caps protect taxpayers, while opponents say they hurt local government.
