  1. The governor’s emergency orders were the result of the evolving knowledge gained over time, and dictated by science. The legislature’s proposal wants us to assume local officials have more and better knowledge in an emergency. Yet I have the nagging suspicion that it is more about politics and less about science. Could I be wrong?
