A 3-year-old girl was taken into protective custody early Tuesday after she was found wandering the streets in pajamas in 2900 block of East 18th Street. A witness called Indianapolis police about 1:30 a.m. after finding the girl. Police were able to locate the girls’ mother, who lived a block away. The 27-year-old woman told police she was bipolar and the girl’s father was incarcerated in New Castle. She admitted to smoking marijuana after drug paraphernalia was found. Police said the home was in complete disarray, had no running water and smelled of animal waste.
