An Indianapolis man was struck and killed by a hit-and-run driver on eastbound Interstate 70 in downtown Indianapolis just after 6 p.m. Monday. Investigators believe Andy Richmond, 29, ran out of gas and was refueling his truck when he was sideswiped by another vehicle. The other vehicle did not stop. Police are seeking witnesses.
