A total of 15 people were displaced when eight units of an Indianapolis apartment complex were damaged by fire just before 7 p.m. Monday. Eight other units may have been spared thanks to a firewall at Emerson Village Apartments on the city’s south side. A resident thinks the fire may have started on his deck.
