I think Netherlands, PostNL has the right attitude. Ship the stuff and let the Americans deal with the mess they created.

The big impact of this will be on suburban, largely White, consumers, who order small things from Europe and China. They will now being paying tariffs on the products, bringing the tariff caused inflation right into their homes.
This might be a semi-coordinated action by EU countries to get influential Americans who travel in Europe to bring pressure on their representatives.
Of course, with the administration’s mismanagement of economic issues, the dollar has slumped against the major European currencies (Pound -7.5%YTD, Euro -11.1%YTD, Swiss Franc -11.4%YTD) so Americans who travel are less likely to be doing any buying over there.
