Wrong. The excise surtax is a flat fee. It’s just more expensive relatively because older cars pay less in registration fees. But those old vehicles still use and destroy the roads just like any other.
Ask him why center line mileage is the correct way to fund roads? The state of IN funds every road as if it is a two lane road. Never mind larger communities have 4, some 6 lane roads. This is a solution, but it is small minded legislation.
