First, she refers to the complexity of the medical system in the U.S. We have no medical system; we have a health care treatment industry.
Second, she writes as if the delivery folks and the financing folks are part of the same complex non-system. They are not. They are more like auto production/sales and banks/insurance companies that do their own thing in the post-sale phase.
The solution to affordable and accessible health care for all is the forced systemization of delivery and single-payer financing (somewhat on the model of the Veterans Administration). The American people will not stand for the former and don’t really care about the latter—not enough to cause it to happen.
