The Senate Judiciary Committee approved the bill 7-1 Wednesday.
Under the measure, law enforcement agencies seeking to withhold video would have to prove it might harm someone or influence a trial. That would switch the burden of proof from the bill's original language, which required someone requesting the video to prove it would not cause harm. But police would not be able to withhold video if a victim alleges excessive use of force or civil rights violations.
The amended bill received support from both media and law enforcement organizations that say the bill still provides avenues for police transparency without unduly burdening agencies.
