While Jail is not the answer to homelessness, neither is “ substantially free” or discounted housing for those on the higher risk end of the sexual offender registry. The urban Institute researcher Sam Batko reports the traditional master leasing is best for those on the sex offender registry. As Sheriff, I do not agree with that position. Indianapolis should not be encouraging sex offenders to stay or relocate to Indianapolis. Over 40% of the nearly 1900 sex offenders registrants now were convicted outside of Marion County or the state of Indiana. I totally support housing for the homeless. I’m sure there are plenty of tragic stories and qualified applicants to provide housing before we would consider offering this discounted housing project. to add a minimum restriction, to the highest three classes of sex offenders. Those who are repeat sex offenders, sex, offense involving force or threat of force or convicted of a sex offense, causing serious bodily injury should be denied.

Great to see fresh ideas to address this societal challenge. Missing from the story is the financial benefit to reducing homelessness. Programmatically, studies show that stable housing is the anchor needed in conjunction with other services to reduce homelessness. When folks who gain stability and employment they become less of a draw on other public services for safety, criminal justice, social services, etc.
For those who don’t find justification in addressing homelessness from a place of compassion, there is a compelling economic case to adopt proven root cause solutions that reduce recurring expenditures on symptoms.
