WHERE IS THE AUDITING???!! There should be an automatic audit agencies expenses/disbursements ANNUALLY. Any payouts to the agencies found using “abusive billing” should be required to pay the overpayments back.
Most of us don’t mind paying taxes. But to find that so much is wasted because someone in charge is asleep at the wheel is maddening!
They aren’t overpayments. Indiana wrote the rules that allowed for really high billing. Now they’re trying to convince people to give the money back, good luck with that in a court of law.
Only fools would set a “percentage of billing” cap on any expenditure. That simply invites billing escalation. See: Pentagon “cost plus” contracting.
Apparently it is beyond the Legislature’s ability to develop a legal framework that (1) satisfies a legitimate need, and (2) prevents abuse of the system.
Apparently the experts ( eadership team at FSSA) didn’t see the need to evaluate the Legislature’s proposal?
