Having the government tell a private property owner whether they can rent their property is never a good idea. Never have the government tell a person what they can do with privately owned property.
The days of out of state investment companies buying up cheap properties and making them rentals was a blip on the radar. While it did happen for a number of years, those subdivisions made changes to their HOAs to put rental caps in place. (No need for the town of Carmel or Fishers to get involved). Not only has most HOAs put rental caps in place, the price of properties has gone up substantially and it no longer makes financial sense for companies to buy up homes. They can not rent the property for enough to cover the cost of holding the property.
It was a bad move by both Fishers and Carmel to vote it in and thankfully Gov. Braun shot it down. What those rental caps were doing were making current property owners who have rentals RAISE their rental fees because there is no competition. It also allows the cities of Carmel and Fishers to allow for apartment buildings in mass to be built. Those apartments are charging high rental fees.
