    1. They are already there. And 21st and Emerson wasnt any more centrally located and was at capacity. Desperate people will find a way. And the city’s outreach team and other organizations provide transportation.

    2. Transportation there is not remotely the issue. Maybe the “organization” that crawled out of the woodwork to delay vacating the Fountain Square camp can provide rides. The real question is; will the vagrants actually use the facility and stay there

  1. Like with other shelters, occupancy will depend on the “price” of admission. If it is a low barrier then many who will not go to shelters with expectations for behavior will go there. Private weather forecasters are saying we will be in for a brutal winter with ice, snow and a polar vortex or two so it may get some use.
