Anderson considers 'litter' fine

Residents in Anderson may have to pay a fine if they fail to have their dog or cat spayed or neutered. The city council has proposed an ordinance that would force pet owners to pay a $100 fine for each litter their animal has. It would also require people who breed pets to have a permit. The council hopes the proposed measure will cut down on the exploding number of cats and dogs that overwhelm local shelters.
