I had heard that after the shut down ended, federal workers got this survey started just as Christmas discounts were hitting the shelves. Expect December numbers to swing in the opposite direction with an increase as big as this forecast was artificially low.
I heard they are just making the numbers up at this point.
The federal government has basically become Angie’s List circa 2012 or so where they just made up their financials they reported to the street lol
