Change seems to be the one constant at Indianapolis Public Schools. Superintendent Eugene White unveiled a major redistricting plan Oct. 12 that would send 14 percent of students to new schools next year. IPS has been redrawing its districts every few years since the ’70s. Affordable housing gets $2.3 million:

The City-County Council on Oct. 10 voted to allocate $1.5 million in federal grant money and $800,000 from the Indianapolis Housing Trust Fund toward affordable-housing efforts. One project that will benefit from the federal money is the Rink-Savoy redevelopment at Illinois and Vermont streets, which will create 62 rental units and five condominiums for low-income households. Indiana state government will unveil a fresh approach to insurance coverage next year when it offers health savings accounts to its 33,000 employees and their dependents. The state wants employees to take more control of their health care and consequently harness spiraling costs, Personnel Director Debra Minott said. The Federal Communications Commission is threatening to revoke the operating authority of Carmel telecommunications firm One Call Communications for allegedly failing to remit millions of dollars in federal fees. In its second action against the firm since 2002, the agency also proposes a $1.1 million fine against One Call and parent OCMC Inc.
