The director of the entity in charge of the Colts stadium project conceded it will need to reach beyond central Indiana to fulfill aggressive minority-contracting goals attached to the structure’s construction. The General Assembly passed legislation last year directing the Indiana Stadium and Convention Building Authority to grant 15 percent of contracts to minoritybusiness enterprises and 5 percent to women-business enterprises. Markey’s Audio Visual, a south-side company that’s decked the stage for some of corporate America’s flashiest meetings and conventions, has sold its equipment sales and integration unit to a new firm owned by a competitor and by a family member. A building boom in China and India is exacerbating the crisis, and further squeezing the profits of contractors and developers, including those in Indianapolis. INDOT spends millions with little oversight: Critics charge state’s failure leads to poor work

More than half of the $8 billion spent by the Indiana Department of Transportation on construction over the last decade went to only 10 construction companies. The same is true of the hundreds of millions spent on consulting. The nation’s largest parking operator is complaining that Indianapolis International Airport canceled its joint-venture contract and handed the business to the local half of the venture without seeking competing proposals.
