How the heck can he characterize the situation in this way when, due to a shortage of tests provided by the federal govenment (setting aside blame where it may or may not be due), and the strict rules about who is allowed to get a test, they’ve only tested 73 people statewide!! AND his own State Health Commissioner, Kristina Box (sitting next to Holcomb who are unbeleivably both smiling!) says the true count is probably closer to 100,000.
