The staff recommendation now goes to the Metropolitan Development Commission, which is scheduled to hear testimony and decide on the rezoning request at 1 p.m. tomorrow.
The staff report says the commission should require several changes before approving rezoning, including adjusting easements and setbacks.
Some neighborhood groups, including the Butler Tarkington Neighborhood Association, have opposed the plan because they would like to see the woods remain and are concerned about the impact of increased residential development.
The neighboring Indianapolis Museum of Art wrote a letter to the commission Jan. 15 expressing concern about the development’s impact on wetlands and drainage.
