  1. Westfield is stuck in the place Carmel was during Brainard’s first 3-4 terms. Places like Westfield, or Kokomo under Greg Goodnight, make significant investments, but they prove controversial and the Tea Party inflected citizens of these places don’t buy in and and ultimately change fizzles out or proceeds on a much slower trajectory.

    Brainard was somehow able to outlast his critics and Carmel achieved escape velocity. The community has consolidated behind change. To date it’s really the only community that’s managed to do that. Kokomo turned its back on change, for example. It will be interesting to see what happens to these other cities in the region that are trying to make big investments in community quality.

    Westfield has all the potential in the world. But it’s ultimately up to the people who live there as to what kind of community they want to create.

    1. Morphing from a bedroom/commuter suburb with strip malls to a real city is not an easy transformation, as Fishers demonstrates. The fact that Westfield’s apparent goal is to spotlight and feature a community of million-dollar homes for CEOs and senior partners (Chatham) makes it even more difficult.
