  1. This is very vague and the language seems to be the sort that could be applied to any industry when put under pressure from an outlier event. I’m in the electric industry and Texas was running more or less fine until an unprecedented snow and ice storm hit the region. Then suddenly everyone was pointing fingers that not enough had been done to prepare for such an outlier event. Hindsight is 20/20, but before then everyone thought that prudent actions were being taken. In this instance, store shelves were full prior to COVID. That the system broke down under these outlier stresses. If you were to offer more specific detail on what you think needs fixing, maybe I’d see your point better, but a system breaking down under extreme stress doesn’t necessary lead to a conclusion that there were systemic problems, its just that no system can withstand any and all contingencies.
