Pay-to-play idea falling flat in Franklin Township

The Franklin Township school district has hit a nerve in the struggle to cut the school budget by about $7 million. The
township is looking at the option of making middle-school and high-school athletes pay a participation fee to play sports.
Opponents say the proposal would exclude some students from sports based on their financial status. The budget plan also includes
