Developer refines proposed CVS at 161st and Spring Mill Road

Nearly a year after receiving rezoning approval, an Indianapolis-based development group finally hopes to win design approval on a CVS-anchored commercial development near 161st Street and Spring Mill Road.

Cooperstown Partners LLC will present design plans for the 12,9000-square-foot CVS on the southeast corner of the Westfield intersection to the city’s plan commission Monday. A public hearing for the project is scheduled during the meeting, but the plan commission is not expected to vote on it yet.

The pharmacy would sit on about 1.32 acres and anchor the 7.6-acre commercial development proposed by Cooperstown Partners.

According to design plans, the CVS will feature railroad images in several window graphic spaces and will have decorative lanterns and lighting fixtures.

In August 2014, Cooperstown Partners presented a rezoning request for the contentious intersection after a two-year delay to work with a community group on an overall vision for the neighborhood now known as Spring Mill Station.

The city council approved the rezoning request for the property in October 2014.

The city has contemplated the future of the land around that corner for more than a decade. A heated debate about the Kroger-anchored Spring Mill Commons on the northeast portion of the intersection landed in the courts in the early 2000s, but the project received approval in 2003.

Several existing homes will be removed for the retail development, and there will be a 1.3-acre common area and walking path around the property, according to documents filed with the city. The project could also include a 7,800-square-foot multi-tenant retail structure and a 20,000-square-foot office building.

West of the property, Westfield Residential Investors LLC and EdgeRock Development have proposed a 290-unit apartment complex on 20 acres previously owned by Westfield-Washington School District. Two acres of land on the northeast side of the school district’s former property have been reserved for commercial or retail development, with the hopes of securing a daycare center.

The Westfield City Council could vote on that project July 13.
