The report, written by former Gov. Joe Kernan and Indiana Supreme Court Chief Justice Randall Shepard, the commissionâ??s co-chairs, calls for making government more effective and efficient by sweeping away hundreds of elected officials and making one person at the county level responsible for spending decisions as well as appointing the sheriff and other county officials.
Previous tries at similar restructurings in earlier decades were rebuffed.
