Designers of educational facilities are expressing concern over the future of school construction in Indiana as state officials mull guidelines that could bring changes to the process. Upon taking office in January, Gov. Mitch Daniels temporarily halted new school-construction borrowing to give the Department of Local Government Finance time to develop guidelines to ensure taxpayer money is spent wisely. Conseco Insurance Group just closed the book on a disappointing 2004 but its leaders already have a jump on several initiatives to prevent a repeat in 2005. Four of the 10 largest environmental penalties levied against Indiana companies in 2004 involved air pollution violations, an area of regulation likely to come under renewed focus after the first-ever “fine particulate” health warning was issued last week for Marion and five other counties.
