The Better Business Bureau of Central Indiana this year launched an aggressive billboard advertising campaign to fortify its brand and boost membership, which BBB officials said already is on the rise. The Carmel-based company has been losing millions of dollars a month on long-term-care policies, as the costs of providing care have outstripped the premiums collected.
