Environmentalists who lost a court battle to stop RiverPlace on grounds it will cause flooding upstream along the White River have been buoyed by concerns raised by Indianapolis officials that the 69-acre development could create a torrent of traffic trouble. Losses force Cummins to close Georgia plant

Columbus-based Cummins Inc. is closing a 4-year-old facility in Waynesboro, Ga., that makes exhaust systems and other components for small engines like those in lawn and garden equipment.
