The council OK'd agreed to waive about $670,000 in city fees for Topgolf, which plans to open a three-level, 65,000-square-foot entertainment complex on 116th Street near Cumberland Road.
Topgolf said it will make an $18 million to $25 million investment in the venue, its first in Indiana. The center, expected to open in spring 2017, would offer competitive golf games aimed at different ages and skill levels in addition to food, alcohol and other entertainment options.

Meanwhile, the council also approved a rezoning request for Swedish retail giant Ikea to build a 296,000-square-foot store with about 1,000 parking spaces on 35 acres along the east side of Interstate 69, south of the East 116th Street exit.
The rezoning modifies some of the uniform architectural and design standards that had been in place specifically for Exit Five Business Park to reflect the unique architectural design used by Ikea stores.
Construction of the $40 million store, announced in November, would begin this fall and be completed by fall 2017.
