The council is comprised of leaders from both parties. Majority Republicans supported consideration of the bill, while Democrats voted against doing so.
The bill would further diminish local control of Gary and Muncie schools. The two districts have mismanaged finances for years.
Supporters say the proposal will help stabilize both the districts and prevent others from falling into similar financial distress.
Democrats say doing so would be unnecessary and undemocratic.
The legislation was among a handful of bills approved for special session consideration.
The measures failed to receive a final vote before the deadline during the regular legislative session in March.
